Letters – with a declared value (money or high value letter)
Formal arrangements were in place for managing any extremely high value letters that prevented abuse. There were constraints including closure seals, addressing the envelope (long straight lines, underline prohibited), the stamps to be placed one by one, sticking them on separately, so as to make it impossible to cut open the letter, remove the contents, and eliminate the traces of these operations. Special envelopes were mostly used, there was an additional fee for official ones, but private envelopes were permitted.
